City Commission
Per state statue, Abilene is a City of the Second-Class with a 2010 census population of 6,844. The City has adopted the Commission-Manager form of government (K.S.A. 12-1001 et seq.). Under a Commission-Manager form of government, the City Commission establishes the policy to govern the City and an appointed City Manager, appointed by the City Commission, administers the day-to-day affairs.

The City Commission consists of five members who are elected at-large by the citizens of Abilene on a rotating cycle. The City Commission selects one of their own to serve as Mayor to preside at meetings and serve as the official head of the City on formal occasions. The Mayor serves for a one year term. The Commission also selects a Vice-Mayor to serve in the absence of the Mayor.

The City Commission meetings are held at the Abilene Public Library, located at 209 NW Fourth Street in Abilene, Kansas, beginning at 4:00 pm on the second and fourth Monday of each month. The City Commission also conducts a Study Session prior to each regular meeting beginning at 3:30 pm. Study sessions times may be changed periodically; time changes will be noticed at the top of the regular agenda that is available for download off the City's website.

The City Commission also holds Study Sessions on Tuesday preceding a City Commission's regular meeting. Study Sessions begin at 7:00 am unless otherwise advertised and are held at City Hall. City Hall is located at 419 N. Broadway Street in Abilene, Kansas.
