Comprehensive Plan

The Comprehensive Development Plan is a statutory document that addresses land use, land development, infrastructure extensions, economic development, housing, historic preservation and other aspects of the community. The policies embodied in the plan are developed through the use of citizen input techniques, community meetings, Planning Commission review and adoption. The Comprehensive Plan was updated in 2024, including the implementation of the Abilene Park System Master Plan 2024-2045. 

Abilene Comprehensive Plan 2024-2045

The City of Abilene Planning Commission, in collaboration with Foster Design Associates, LLC., the Comprehensive Plan Steering Committee, and the community, recently completed updates to the 2006 Comprehensive Plan for the planning period of 2024-2045.  The Abilene Comprehensive Plan 2024-2045 was adopted by the Abilene Planning Commission on January 16, 2024, and approved by the Abilene City Commission on January 22, 2024, by Ordinance No. 24-3443

Abilene Park System Master Plan 2024-2045

The City of Abilene Planning Commission, in collaboration with Foster Design Associates, LLC, city staff, Steering Committee members, and the community, prepared the Park System Master Plan for 2024-2045. On February 6, 2024, the Abilene Park System Master Plan 2024-2045 was approved by the Abilene Planning Commission, then adopted by the Recreation Commission on February 12, 2024, and approved by the Abilene City Commission on February 26, 2024, by Resolution No. 022624-2.
